The Rosebud Higher Education Research Review Board
A collaboration between the Rosebud Tribal Education Department and Sinte Gleska University to approve and support higher-ed research in the Sicangu homelands in the field of education as well as the social, behavioral, and physical sciences (excluding biomedical-related research).

Purpose: HERRB exists to create a transparent and accountable-laden process for those interested in doing higher education research on tribal lands. This board is dedicated to ensuring tribal sovereignty, data sovereignty, data collection through culturally appropriate, ethical, beneficent research as well as facilitating clear communication between tribal programs, researchers, and impacted parties.
Background: The Rosebud Sioux Tribal Council’s Education Committee, the RST Tribal Education Department, and Sinte Gleska University came together in the Summer of 2022 with the shared understanding that educational research is important and can be valuable to the entire community. Additionally, these groups also brought concerns about the lack of a coherent, thorough process in which to vet potential higher education research done on tribal lands and with tribal members and ensure the protection of the Tribe’s people, intellectual property, tribal lands, culture, history, etc. Out of a series of meetings, HERRB was created.

Higher Education students from both SGU and off-reservation universities will go through a similar process. Students interested in completing research on Rosebud will complete an online form called "Questionnaire for Prospective Researchers" that is sent to the HERRB Chairperson. Their basic information will be shared with Tribal Education and relevant organizations/leaders.
The student will be sent back an acknowledgement letter from the Chairperson explaining their next steps, which include a) completing their respective university’s IRB process; seeking preliminary approval from the tribal institution through which they hope to conduct research; and some additional protective measures designed by the HERRB to ensure protection of the subjects, tribal lands, culture, history, intellectual property, etc.
When students complete these steps, they will submit their final documents to the HERRB for review. The board will meet within a month of receiving the completed documents to “approve”, “reject”, “request more information”, or “Pass on to Education Committee for further review”. Throughout the process, the HERRB Chair will communicate with all interested parties. Upon completion of their research, students will be asked to present their findings and submit their research and final presentation to the HERRB so it can be stored in the SGU archive.
